Liu Shaoyou was born in People’s Republic of China on October 1, 1965.

In 1987 he graduated with Bachelor’s Academic Degree in Geological and Mineralogical Sciences, faculty of Exploration of Oil and Gas fields in specialty Oil and Gas Geology, the China University of Petroleum, Huadong. In 1998 post-graduated in Oil & Gas State Academy name after I.M. Gubkin was awarded the Academic title of Ph. D in Engineering Science.

He started his career in 1987 as an Assistant Engineer in the Exploration Department of CNNC, Beijing city. In April 1998 was an Engineer in the Management Department International Projects CNODC.  From August 1998 to December 2005 continued carrier at CNPC – Aktobemunaigas JSC, Aktobe city, was working in the various positions, as follows: Assistant for Deputy General Director of Petroleum Engineering, Deputy Chief Geologist of NGDU Oktyabrskneft, Strategic Development Center Director and Deputy General Director. From January 2006 to October 2014 he worked as Director of the New Projects of Development Department in Central Asia and Russia CNODC, Beijing city.

From November 2014 to September 2018 was President of CNPC- Aidan Munai JSC, Qyzylorda city. In October 2018 he held the position of General Director of Buzachi Operating Ltd., Aktau city.

Since 15.09.2020, Member of the Management Board, First Deputy General Director of JV Kazgermunai LLP.

Since 06.06.2021, Chairman of the Management Board, General Director of JV Kazgermunai LLP.

In 2001, he participated in the acquisition of the exploration block of the Central territory of the Peri-Caspian Lowland Eastern side and also participated in the evaluation and acquisition of several projects, such as MMG, KMK, Kashagan in Kazakhstan, YamalLNG in Russia, the Project of the Amu-Darya river right bank in Turkmenia and exploration blocks in Uzbekistan and Tajikistan.
