Izmukhanbet Rinat Nurgozhauly was born on September 16, 1976. In 1998 he graduated from the petrochemical faculty of Caspian University of Technology and Engineering named after. Sh. Esenov, having received the specialty of a mining engineer. He holds a Master of Business Administration degree in International Oil and Gas Business under the continuing education program at Moscow State University of International Relations.

He began his career in 1999 as a control panel operator at Kazakhturkmunai LLP, where in different years he worked as a foreman, oil production engineer, deputy head of the government relations and summary technical analysis department, head of the production development department. From 2016 to 2017, he was Deputy General Director for Production, and from 2017 to 2020, General Director of Kazakhoil Aktobe LLP. Held senior positions in JSC NC KazMunayGas. The last position held is the head of the oil and gas production department of JSC NC KMG.

Awarded with the Medal of the Ministry of Energy of the Republic of Kazakhstan "for his contribution to development of oil and gas industry".
